Ann Arbor City Council approved a second consecutive $30,000 raise for City Attorney Atleen Kaur on Oct. 19, increasing her annual base salary to $276,300.

The council voted 9-0 to raise her salary from $246,300, MLive reported.

The adopted resolution cites a performance evaluation recognizing Kaur’s “excellent leadership and service.” The Council Administration Committee discussed the evaluation Oct. 13 and unanimously recommended forwarding it to the full council.

The resolution directs that funding come from the General Fund balance, with a budget amendment if necessary. It also authorizes an amendment to Kaur’s employment agreement.

MLive reported that the previous $30,000 increase raised her base salary from $216,300 to $246,300 and came with a lump-sum bonus of approximately $7,400.

The compensation decision follows months of negotiations between the city and AFSCME Local 369, which represents municipal workers.

In an Oct. 12 report, The Michigan Daily said nearly 300 union members had been working without a contract since the previous agreement expired in December 2025. The parties had entered mediation, with no timeline for resolving the dispute, the publication reported.

Union President David Kastner told The Daily that members were seeking wage increases, compensation for irregular shifts and an additional pay-progression step.

City Administrator Milton Dohoney Jr. told the publication that the city sought an agreement supporting its workforce while remaining financially responsible and sustainable. The city declined to discuss specific bargaining proposals.

The city’s Oct. 20 council recap highlighted seven other actions from the meeting but did not include the attorney’s raise.
